Suburban Rail Loop (SRL) is the biggest transport project to be built in Victoria involving a new 90km rail network connecting Melbourne’s middle suburbs along with associated precinct development activities. The Loop will circle Melbourne, connecting major railway lines from the Frankston line to the Werribee line via Melbourne Airport.

With several new underground stations and integrated precinct development, this bold long-term project will transform Victoria’s public transport network and connect Melbourne’s middle suburbs to priority growth precincts, improving access to health, education, employment and activity centres, and making thousands of journeys each day easier and more direct. Three new transport super hubs at Clayton, Broadmeadows and Sunshine will mean that people living in regional Victoria will no longer need to travel through the centre of Melbourne to access jobs in growing economic precincts outside the CBD.

It will also contribute to achieving Plan Melbourne’s vision of a well-connected and polycentric city, aligning transport investments with precinct plans and potential precinct development projects.

The Loop, to be completed in stages over multiple decades, will connect every metropolitan train line from Cheltenham to Werribee, create a rail link to the airport and build three 'transport super hubs' at Clayton, Broadmeadows and Sunshine to connect regional passengers to the Suburban Rail Loop. The Cheltenham to Box Hill section has been identified as Stage One.


Initial design and development work and consultation is underway, with early works anticipated to commence in 2022.

Suburban Rail Loop Authority

The Suburban Rail Loop Authority is a new authority established under the administration of the Department of Transport to oversee the planning and development of the Suburban Rail Loop from Cheltenham to the Airport.

Nick Foa has been announced as the Chief Executive Officer of the Suburban Rail Loop Authority and brings extensive experience in infrastructure and government administration. 

He was most recently a Deputy Secretary with the Department of Health and Human Services, leading Sport & Recreation and serving as the Director of Housing. 

The new Suburban Rail Loop Authority brings together experts from the Department of Jobs Precincts & Resources, Department of Transport, Rail Projects Victoria and the Major Transport Infrastructure Authority and Department of Premier and Cabinet. 

This ensures we have the right knowledge and expertise to look at not only how this project will be built and delivered, but how it will play a role in shaping and connecting communities, and contribute to Victoria's long-term future.
