Senior Project Manager - Rail Operations - VPS STS


The Senior Project Manager, Rail Operations role is within the Rail & Infrastructure Delivery (R&I) branch, reporting to the Deputy Director, Rail Operations. The R&I team is a high-performing team responsible for operations and maintenance planning, engineering and assurance and delivery of the various construction packages of the Suburban Rail Loop railway. This role will support continued development of the Rail Operating Plan (ROP) for the SRL. Working closely with the Deputy Director, Rail Operations and project teams, this role will develop detailed concepts that will inform the operational requirements that need to be specified for the design and delivery of the SRL. You will be considered a ‘safe pair of hands' who possess a proactive approach to problem solving, with the ability to form positive working relationships with a diverse range of SRLA project teams, external stakeholders and technical advisors. Senior Adviser, Environmental Management and Performance - VPSG5

This role will support the development and delivery phases of the project, working closely with the Manager, Environmental Management and Sustainability to develop and implement systems and procedures, to evaluate contractor performance and drive continual improvement on environmental management across the project. A flexible, but accountable approach to the delivery of this role is required as day to day you will be providing advice and problem-solving on a range of complex issues whilst seeking opportunities for positive environmental and project outcomes in support of SRLA's Environmental Policy and Sustainability Policy. Manager, Governance & Program (VPSG6)

The Governance and Program Manager will report to the Director Policy and Strategy in the Planning and Precincts division and will be responsible for establishing and managing the Precinct program. The Governance and Program Manager will interface with the central Project Controls team on behalf of the division, providing guidance and support to project managers and subject matter experts (SMEs) in the key areas of program development, cost forecasting, risk management, scheduling and reporting. Precinct Director (two positions) - SES1

The Precinct Directors are advocates for the Precincts and lead the realisation of vibrant, distinctive and future focussed places for Victorians to work, live and play, integrated with new rail infrastructure. You will do this by interfacing across internal workstreams and building productive relationships and partnerships across government, with stakeholders and with industry. By identifying, aligning and coordinating investment you will unlock the potential of Suburban Rail Loop precincts and execute planning and development strategies that deliver the desired outcomes. Supported by professionals and subject matter experts focussed on delivering individual elements of the SRL precincts program, you will take responsibility for ensuring coherent precinct vision is achieved by gaining buy in from key stakeholders and driving the execution of plans through strategic land use planning, coordinated delivery of government investment, and commercial delivery in partnership with industry. Precinct Interface Manager (VPSG6)

The Precinct Interface Manager will report into and assist the Director, Box Hill, Burwood and Cheltenham  in delivering the development of vibrant, distinctive, and inclusive communities for Victorians to live, work and enjoy.  It will be responsible for connecting internal workstreams, government, stakeholders, and industry to deliver precinct initiatives and by building collaborative and productive partnerships. Joining a diverse team of professionals encompassing policy, planning and design, transport and property development specialists, the role will contribute to the identification, prioritisation, analysis and coordination of investment, and the development of coherent planning, to facilitate the realisation of a wide range of precinct design and development focussed outcomes across nominated Suburban Rail Loop precincts and project areas. Commercial Manager - Assurance & Governance (VPSG6)

Reporting to the Deputy Director, Commercial – Rail and Infrastructure, the Commercial Manager – Assurance and Governance will be responsible for overseeing governance arrangements for commercial and procurement aspects in relation to the major work packages for SRL. This position will play a key role in delivering strong governance for the commercial team including supporting executive level committees and steering groups, preparing and reviewing Ministerial briefings and Cabinet documentation, coordinating project assurance processes (e.g. High Value High Risk Gateway Review process) and ensuring that commercial activities are consistent with Government infrastructure policies and procedures. The role will also include consulting with, and reviewing the work prepared by, external commercial advisors and legal advisors to ensure commercial and procurement matters are appropriately briefed to government. Commercial Manager - Initial and Early Works

Reporting to the Deputy Director Commercial – Rail and Infrastructure, the Commercial Manager supports the commercial, contractual, and financial management for the Suburban Rail Loop. This role will provide commercial management support for the Initial Works and Early Works package and will be an embedded member of the team. The role will interface with external commercial, legal, transaction and probity advisors to ensure a consistent and agreed approach is taken on commercial, contractual and probity positions which support project implementation.  The successful applicant will enjoy looking at the bigger picture but will be equally be comfortable in reviewing and negotiating contracts, speaking to internal and external stakeholders, supporting the successful delivery of major works packages, and providing expert advice to our project teams.
