SRL Power Supply Substation Community Update Letter

This letter was sent in April 2021 to landowners near the proposed Burwood station to notify them that a power supply substation will be required for the project. It is to ensure that residents are aware of the project and this area of interest that also includes details of the proposed location for the substation at the north west corner of Highbury Road and Sinnott Street, Burwood.

April 2021

Dear Owner/Occupier

I am writing to update you on Suburban Rail Loop and provide information about the proposed location of supporting infrastructure.

Suburban Rail Loop will transform Victoria’s public transport system, connecting our suburbs and making travel easier and more convenient. It will connect every major train line from the Frankston line to the Werribee line, via Melbourne Airport, improving access to housing, jobs, schools, universities, and hospitals in Melbourne’s middle suburbs.

Suburban Rail Loop will create up to 20,000 jobs during construction and kickstart the careers of 2,000 apprentices, trainees and cadets. Initial and Early Works on Stage One of the project, set to commence in 2022, will create up to 800 direct jobs.

Suburban Rail Loop Authority (SRLA) is responsible for the planning and delivery of this transformational project for the Victorian Government.

Stage One will provide a 26-kilometre rail connection in Melbourne’s south east between Cheltenham and Box Hill. It will be built as a twin-tunnel, standalone line, that will fully integrate into our existing public transport network with new underground stations at Cheltenham, Clayton, Monash, Glen Waverley, Burwood and Box Hill.

Proposed location of power supply substation at Burwood

Stage One of Suburban Rail Loop will require a range of supporting infrastructure for the operation of the new rail line.

A power supply substation is required in the vicinity of the proposed Burwood station and is proposed to be built on the north west corner of Highbury Road and Sinnott Street, Burwood.

This is a critical element of Stage One as it will provide power supply for both the construction phase and the operation of the network, once construction is completed.

The power supply substation will be a secure site and will include above-ground structures that will house the electrical plant required for the construction and operational phases of the project. The permanent arrangement of the site will include a high quality architectural response fitting of its urban setting.

Your property at <<PROP_ADDRESS>> is in the general vicinity of the area of interest for the proposed power supply substation at Burwood. It is important that you are aware of both the project and this area of interest.

Site investigations and other work will be undertaken at the proposed location and the surrounding area. As a result, you will notice some increased local activity. This work is being conducted under strict protocols in line with current COVID-19 health advice.

Next steps

Rail infrastructure for Stage One of Suburban Rail Loop will be assessed through an Environment Effects Statement (EES), Victoria’s most robust planning and environmental assessment process.

A factsheet outlining this process is available at

Over coming months, we will be seeking feedback on Stage One project design from landowners and tenants, businesses, community members, councils, universities, and regulatory authorities as part of the planning and environmental assessment process for the project.

You can currently provide feedback at

It is important to note that the project design and the construction methodology for Stage One is not yet finalised, and changes may be made as a result of feedback received during the planning and environmental assessment process. We will keep you informed as this progresses.

Should you have any questions, I encourage you to contact the Suburban Rail Loop information help line on 1800 105 105 or email the project team at [email protected]

Yours sincerely
